Jodi McGraw Consulting developed the draft Los Osos Habitat Conservation Plan to guide conservation of the Baywood Fine Sands ecosystem and enable compatible development within the Community of Los Osos. This work included:
- Conducting a comprehensive assessment of the conservation value of habitat within the 3,600-acre plan area;
- Working with agencies to identify the land use and other activities that will be conducted over the plan’s 25-year permit term, and then evaluating their impacts on the four endangered species to be covered by the federal and state permits issued based on the plan;
- Outlining the process to assembling the preserve system, which will mitigate the impacts of the covered activities on the covered species;
- Developing an Adaptive Management and Monitoring Plan for the preserve system;
- Overseeing economic analyses by subconsultant Economic Planning Systems Inc. to develop the plan’s funding approach; and
- Compiling the entire plan including text and maps.
- Responding to comments from the agencies and the public to ensure that the plan would meet the agencies’ permit issuance criteria.
